Government Finance

Purpose:

To understand the government finance environment, including the budget process, new spending proposals, performance budgeting, intergovernmental finance aspects and revenue issues.

Content:

The content for this program covers:

  1. The Australian economic and fiscal environments; and prospects for the future of government finances
  2. The budget process and the requirements on “spending departments”
  3. How to succeed with new spending proposals, including concept formulation, the policy environment, business case preparation and  determining resource requirements
  4. Performance budgeting – the need to align spending with performance
  5. Intergovernmental  financial relations – what Commonwealth and State/Territory officials need to know

Outcomes:

Upon completion of this program, participants will have a clear understanding of the context of government finance and a better understanding of agency budgeting in a constrained fiscal environment, including balancing of objectives and available funding.

Presenters:

The presenter for this program is Mr Mick Shadwick who has extensive experience with the Australian Government, including the Australian Treasury and the Department of Finance and Deregulation, and also as Minister-Counsellor (Financial) in the Australian Embassy in China and as a Ministerial Chief Adviser.

Cost and Conditions:

The complete program costs $750 with a 20% discount for five or more enrolments from a single organisation. No prerequisites are required. A certificate of participation will be provided upon completion. The program delivery is capped at twenty, to allow discussion and any individual attention needed for learning.

Location and Time:

The program requires attendance at two three-hour sessions on consecutive days. It can be provided on demand for enrolments of ten or more.  The presently scheduled program will operate 9.30am- 12.30pm with a short tea break at the BLI Training Facility.
